96 Tracker Lock Up Torque Converter

Hi all, looks like this is a ghost town on the Tracker part of this forum but anyway, I went to R&R my EGR valve at the back of the head and one bolt broke off and while trying to remove the vacuum hose off it tore and haven't gotten around to fixing it yet so, I would say I have a vacuum leak and since then the Geo stays in 3rd gear never locking up the torque converter. Is the vacuum or lose of it related to the torque converter or un-related? I also got tired of hearing my speedometer cable squeal I cut it off till i get the new one I bought installed, doubt thats related?
